The next Surface Transportation Committee meeting will be held at 7:30am, Thursday, February 3, at The Greater Kansas City Chamber of Commerce Board Room.
Our Speaker will be Jerry Mugg from HNTB with a presentation on Toll Roads in Missouri.
State Sen. Matt Bartle, R-Lee's Summit, has introduced a legislative package that would give voters the opportunity to change Missouri's constitution to allow the limited use of toll roads to fund needed highway and bridge improvements in the state. The package proposed by Bartle contains SJR 11, which if approved by the General Assembly, would allow voters to make constitutional changes to allow the use of limited toll highways and bridges. The transportation package also includes SB 31, which would make corresponding statutory changes to implement the limited toll system, if approved by voters.
· Provides a dedicated revenue stream to cover roadway and bridge implementation and operation and maintenance costs.
· Provides a fair and accurate way to pay for transportation facilities - only vehicles using the system pay for it.
· Provides a high standard of care throughout the life of the facility.
· Provides congestion relief on alternate routes.
· Ensures out-of-state users pay their share of infrastructure costs.
· Accelerates the availability of start-up funding so a facility is available sooner to the public.
· Uses variable rates per mile for vehicle classes so toll pricing reflects user's variable wear and tear to the facility.
